Yes — the Alegria Hadlee can be a good choice for flat feet, and it has features that may also be helpful for plantar fasciitis. For flat feet: Yes. The Hadlee has Alegria's Signature Arch™ dual-density footbed, which provides built-in arch support. Alegria also describes the shoe as having a cushioned footbed and a lightweight sole. For someone with flat feet that need support, that's much better than a completely flat loafer. For plantar fasciitis: Potentially good. The cushioning, arch support and 1¾-inch wedge are all positives. A modest heel elevation can be preferable to a completely flat shoe for plantar-fasciitis symptoms. However, I would not call it a guaranteed plantar-fasciitis shoe. If the plantar fasciitis is severe or the person needs strong stability because their flat feet cause significant overpronation, I'd favor a more supportive walking shoe.
